TNB’s Alternate Billing Headache

The TNB’s recently introduced alternate-month billing system has raised a lot of complaints from among the consumers in Perak.

The consumers claimed that due to the new billing method their electricity bills have almost doubled and has become an unnecessary burden.

Member of Parliament for Batu Gajah, Fong Po Kuan said she had received calls from residents even from outside her constituency, including Kuala Kangsar and Bercham, complaining of the higher charges.

Following this, Fong, State Assemblyman for Pasir Pinji Thomas Su and State Assemblyman for Teja Chang Lih Kang, met the Energy Commission (EC) Director (Section Chief) Hj Nur Ali bin Hj Omar in Ipoh on May 4 to discuss the grouses from consumers.

Speaking to the media after the discussion, Su said that Nur Ali agreed that consumers would have a problem when bills are delayed as has happened last month. The Director also agreed with the team that alternate billing is not allowed, citing the Electricity Regulations Supply Act 1990, Section 4(1) which only allows for monthly billing.

“Therefore alternate billing cannot be implemented until the Act is amended”, said Su. The team had brought with them a stack of bills provided by residents as evidence of their grouses.

The team reiterated their requirement which was for: (1) TNB to revert to monthly billings immediately, (2) suspend payment of the April bills pending actual calculation, and (3) rebate consumers for any overcharging incurred.

According to Su, Nur Ali would be referring the discussion to headquarters immediately and a response would be made before the end of the week.

Regarding the issue of manpower shortage as claimed by TNB, Fong stated that TNB, being a monopoly service provider, had the responsibility to provide quality service to its consumers at all times.
