IPOH: The vision of Ipoh as a Smart, Low-Carbon and Prosperous Intelligent City by 2030 has been outlined in the Ipoh City Council’s (MBI) Strategic Plan 2021–2030 as the direction for future development.
Among the targets set are for Ipoh to become the cleanest city, a leading tourism destination, a city with the best infrastructure, and a smart and high-income city by 2030.
The plan is not merely a planning document, but serves as a compass for sustainable development centred on the well-being of the people.


Ipoh Mayor Datuk Zamakhshari Hanipah said the plan is supported by key benchmarking measures while also reflecting the aspirations of the Perak state government to ensure that every strategic initiative delivers tangible benefits to city residents.
“Quoting Perak Menteri Besar Dato’ Seri Saarani Mohamad, success is measured by what the people feel, not merely what they read.
“In this regard, MBI emphasises improving the quality of daily services as the main measure of success,” he said in his speech at the MBI Strategic Plan Workshop.
In terms of finance, MBI is focusing on streamlining existing revenue, enhancing the collection of assessment tax arrears and exploring new sustainable sources of income.
MBI also expressed appreciation to departments that successfully secured external allocations from various ministries and agencies in 2025.
Zamakhshari said the achievement demonstrates MBI’s capability as a proactive and competitive local authority.
He added that MBI stressed that all officers bear the people’s trust by prioritising services that are efficient, transparent, friendly and carried out with integrity.
“The six basic aspects — waste management, roads, drains, grass, street lighting and trees — have been identified as key indicators of public assessment of the council’s performance.
“This workshop is believed to mark the beginning of MBI’s renewed commitment to ensure excellence not only in planning, but also in the people’s daily experience,” he said.
