The Rotary Club of Greentown honoured psychiatrist Dr. Vicky Loo Tsui Huei with the prestigious Paul Harris Fellow recognition, Rotary’s well-known recognition for individuals whose service reflects the ideals of Service Above Self, during the club’s regular meeting held at the Royal Ipoh Club on 9 March.
Dr. Vicky Loo is a Consultant Psychiatrist at Hospital Raja Permaisuri Bainun, Ipoh, and has devoted more than 17 years to the field of mental health, with a subspecialty in Community and Rehabilitation Psychiatry. She previously served as Head of the Department of Psychiatry and Mental Health at Hospital Raja Permaisuri Bainun from 2020 to 2023.


Her work focuses on early intervention and supporting individuals living with mental illness in their recovery and reintegration into society. She currently leads the Community Mental Health Centre, Mentari Simee, where she oversees community-based programmes aimed at improving mental health outcomes and strengthening support for individuals and families affected by mental health challenges. Through these programmes, individuals are supported in rebuilding their lives and participating meaningfully in society and the wider economy.
Dr. Vicky Loo has also collaborated with the Rotary Club of Greentown on several initiatives promoting mental health awareness and community support.


The Paul Harris Fellow recognition was extended by Dato’ Dr. Majumder, Past President of the Rotary Club of Greentown and a long-standing advocate for mental health and community wellbeing. Dato’ Dr. Majumder, who celebrated her 93rd birthday on 8 March, chose to mark the occasion in a meaningful way by recognising the important work carried out by Dr. Vicky Loo in advancing mental health care.
The award was presented by Past District Governor (PDG) Siti Subaidah, who also serves as Chairman of the National Coalition for Mental Wellbeing, with Dr. Jananee, President of the Rotary Club of Greentown, present during the ceremony.
“Dr. Vicky’s dedication to community mental health and her work in supporting individuals and families affected by mental illness truly reflect Rotary’s spirit of service above self,” said PDG Siti Subaidah.
Earlier in the evening, PDG Siti Subaidah delivered a talk titled “The Impact of Vocational Teams in International Services,” highlighting how Rotary professionals contribute their expertise to humanitarian and community development projects around the world.
The Rotary Club of Greentown is actively involved in community service initiatives focusing on health, education and social wellbeing, reflecting Rotary’s global commitment to service above self.
