JPS Dumps Garbage

Recently JPS, Drainage and Irrigation Department (DID) cleared the bushes, plants and grass along the fence of the retention pond in Merdeka Garden. The irony is the removed garbage was thrown along the side of the river bund facing the river. The vacant land next to the retention pond is also being cleared and the contractor has done the same.

During the rainy season when the level of water in the river rises, this garbage would be washed down and get stuck at the bridge along Jalan Raja in Kampung Manjoi. This has been identified as one of the main causes of flooding. During past floods, garbage stuck at the bridge have overflowed onto the road. There have been occasions when the water level of the river is just a few inches below the top of the bund. Seeing fast flowing water at this level is frightening.

DID is responsible for maintenance of the river and people are advised not to throw garbage into the river and DID is guilty of that. What action is DID going to take on the people who have done this?

This reminds me of the Malay proverb ‘pagar makan padi’ which means, “We trust the fence to protect the padi, but instead the fence destroyed the padi”. The people who are supposed to be the protectors are the perpetrators.
