Managing the Population of Strays in Kampar

KAMPAR: A dog shelter, or pound, which was built last year in Kampar and able to accommodate up to 100 dogs at any one time, has been serving as a temporary sanctuary for strays in the district.

Perak Housing and Local Government Committee chairman Sandrea Ng said the RM135,000 facility is managed by the Kampar District Council (MDKpr) and is staffed by five personnel responsible for cleanliness, safety, and health monitoring of the animals.

She said the dogs are usually cared for until they are either adopted by new owners or reclaimed by their original owners.

“The shelter measures 30 by 60 feet and includes eight temporary holding rooms, each measuring 10 by 10 feet.

“MDKpr has provided a detailed briefing on the operations of the pound, which functions as a temporary holding site for stray dogs within the district’s administrative area,” she said during a visit to the facility on Friday.

The visit was also attended by representatives from non-governmental organisations, including Mutts and Mitten (M&M), the Gopeng Animal Lovers Society (PPHG), and the Kampar Animal Lovers Society.

Ng said the visit was part of efforts to enhance transparency and foster better understanding and cooperation between local authorities and civil society in addressing the issue of stray animals.

She added that MDKpr issued 336 dog licences in 2022, followed by 305 and 328 in 2023 and 2024, respectively. As of April this year, 120 licences have been issued.

“As part of a humane and effective solution to the stray animal issue, I’m pleased to announce the Perak Pawsitive Initiative 2025 programme for the Teja state constituency.

“It will be held from June 13 to 15, from 9 am to 5 pm, at the Kampung Baru Lawan Kuda multipurpose hall in Gopeng,” she said.

The programme is a continuation of last year’s successful pilot project at the Gopeng Town Hall, which saw 93 dogs—both pets and strays—neutered with government subsidies.
