Manjung becomes the first local council in Perak to introduce BMW bollards

Wheelchair-friendly design improves accessibility, deters motorcycles in public parks

IPOH– The Manjung Municipal Council (MPM) has become the first local authority in Perak to introduce the Bollard Mesra Wheelchair (BMW) initiative, designed to improve accessibility for wheelchair and stroller users while preventing motorcycle intrusion into public parks.

MPM Landscape Unit Director, Rozi Dahalan, said the innovation aimed to create a more inclusive public space for People with Disabilities (PwD) and young families while also deterring motorcyclists from misusing pedestrian paths.

“Initially, the BMW was designed to prevent motorcycles from entering park pathways, but we adapted its structure to ensure smooth and comfortable access for wheelchair and stroller users.

“So far, over 10 units have been installed in areas such as Lumut, Beruas and Seri Manjung. The response from the PwD community has been very positive, especially from parents of children with special needs who can now access parks more easily,” he said during the Local Government and PBT Agenda Programme held at a hotel today.

More inclusive parks for all

Rozi added that the project, which began nearly two years ago, is now undergoing refinement in terms of design, cost and expansion to other locations.

“The BMW design not only serves a practical function but also reflects a commitment to social responsibility and aesthetics. It has also reduced enforcement workload, as motorcycles can no longer enter these designated areas easily,” he said.

The bollards are also equipped with usage guidelines to prioritise accessibility for PwD and restrict access to bicycles and motorcycles.

He noted that the project underwent several phases, including preliminary studies, prototype development and user testing, to ensure its effectiveness and inclusivity.

A model for other councils

Meanwhile, Malaysian Confederation of the Disabled president V. Murugeswaran welcomed MPM’s initiative and called on other local councils nationwide to follow suit.

“This is a commendable step forward. Too often, wheelchair users and the visually impaired are inconvenienced by motorcycles parked on dedicated paths. With these bollards in place, their movement is now safer and uninterrupted,” he said.

Murugeswaran also expressed hope that more local authorities would take similar action to ensure public facilities are accessible and beneficial to all members of society.
