Littering Offenders to Face Community Service Punishment

IPOH: Beware, those who habitually throw rubbish indiscriminately.

Your actions will no longer go unpunished, as you may now face court-imposed sentences, including mandatory community service, for such offenses.

This comes after the Solid Waste Management and Public Cleansing (Amendment) Bill 2025 was passed in the Dewan Rakyat (House of Representatives) on Monday.

The bill grants courts the authority to issue community service orders for minor littering offenses in public places.

In a statement, the Minister of Housing and Local Government, Nga Kor Ming, said this is one of the amendments introduced through the creation of Subsection 77(B)(1).

This added power allows courts to impose community service orders in addition to fines for public littering offenses.

The bill was passed with a majority voice vote after being debated by 14 Members of Parliament.

The government’s main intention in amending the Solid Waste Management and Public Cleansing Act 2007 [Act 672] is to educate offenders to be more mindful of cleanliness.

The law is expected to bring positive benefits to the community.
